Cook and stir vegetables in butter in large skillet on medium heat until tender-crisp. Stir in flour and oregano. Cook 2 minutes or until bubbly. Gradually stir in milk. Stirring constantly, cook until mixture boils and thickens.
Add Monterey Jack cheese; stir until melted. Stir in mostaccioli; heat thoroughly. Sprinkle with Parmesan cheese.
