Brown meat in large skillet on medium heat. Drain. Add onion; cook until tender. Add vegetables and process cheese spread; mix well. Spoon into 12 x 8-inch baking dish.
Melt butter in saucepan on low heat. Stir in flour and salt. Cook 2 minutes or until bubbly. Gradually stir in water until smooth. Stirring constantly, cook on medium heat until mixture boils and thickens. Reduce heat to low; simmer 3 to 5 minutes. Pour over meat mixture.
Separate dough into 4 rectangles; firmly press perforations to seal. Place over meat mixture.
Bake at 375°F for 20 to 25 minutes or until golden brown.
