Heat 1 cup of the sugar in small, heavy saucepan on medium heat, stirring constantly, until sugar is deep golden in color. Pour caramelized sugar into 9-inch round cake pan.
Place milk and cream cheese in blender container; cover. Blend until smooth.
Add remaining 1 cup sugar, eggs, chocolate, liqueur, peel and pinch of salt. Blend until smooth. Pour mixture into caramelized mold. Cover with foil. Place mold in large baking pan; add hot water to pan to come up half the height of the mold.
Bake at 350°F for 1 hour or until knife inserted 1 inch from edge comes out clean. Cool. Refrigerate overnight.
Helpful Hints: To unmold and serve flan, run metal knife around edge of flan. Invert onto plate; shake slightly to loosen. Gently twist to remove pan. To soften any remaining caramel in pan, dip bottom of pan in hot water; spoon caramel over flan.
