Arrange peaches and raisins in 9-inch pie plate; set aside.
Mix flour, oats, brown sugar and cinnamon in small bowl; cut in margarine or butter until mixture resembles coarse crumbs. Sprinkle crumb mixture over fruit. Bake at 375°F for 30 minutes.
Cook pudding and heavy cream in small saucepan over medium-high heat stirring constantly until mixture thickens and boils. Remove from heat; stir in brandy if desired.
Spoon cobbler into serving dishes; top with warm pudding sauce.
