Melt butter in 3-quart saucepan. Add onion, green pepper, carrot, potato and peas; cook 20 minutes or until tender. Remove from heat. Stir in flour; cook 1 minute.
Stir broth gradually into vegetable mixture. Bring to boil, stirring constantly. Reduce heat to medium.
Add process cheese; stir until completely melted. Gradually add milk and pepper; heat thoroughly.
