Stir 1 cup boiling water into each package of gelatin in separate bowls 2 minutes or until completely dissolved. Stir 1/2 cup cold water into each bowl of gelatin. Pour into separate 8-inch square pans. Refrigerate at least 3 hours or until firm. Cut each pan into 1/2-inch cubes.
Spoon blue gelatin cubes evenly into 8 dessert dishes. Top with whipped topping, then red gelatin cubes. Garnish with additional whipped topping, if desired. Flatten marshamllows; cut into star shapes. Moisten slightly and sprinkle with colored sugar. Place on top of dessert.
Refrigerate until ready to serve.
