Blend rosemary, olive oil, lemon juice, and sugar in small bowl. Combine feta cheese, pea pods, tomatoes and onions in separate medium-sized bowl.
Cook pasta per package instructions; drain but do not rinse. Place immediately in bowl with olive oil mixture; fold gently. Pour pasta mixture over feta and vegetables; fold.
Arrange lettuce on dinner plate; top with pasta salad. Serve at room temperature for best flavor.
