Set rice to cook according to package instructions.
Chop green pepper and onion; set both aside in separate bowls.
Heat oil in medium-sized, non-stick skillet over medium heat; add onions and tuna.
Brown tuna, about 3 minutes per side. Add pepper, juice from the pineapple, vinegar and sugar. Also, add pineapple and green peppers; cover. Simmer 7 minutes.
Blend orange juice and cornstarch into paste. Stir into tuna mixture until sauce thickens.
Serve tuna and vegetable mixture over rice.
