Heat oil in large skillet on medium heat. Add ham and 1/2 cup onions; cook 3 min. or until onions are softened, stirring frequently.
Add potatoes and water; stir. Bring to boil; cover. Simmer on medium-low heat 12 to 15 min. or until potatoes are tender. Remove from skillet; drain.
Cook cream cheese and milk in same skillet on low heat 3 to 5 min. or until cream cheese is completely melted and mixture is well blended, stirring frequently. Gently stir in potatoes. Sprinkle with remaining onions.
For a saucier potato dish, increase milk to 1/2 cup.
How to Purchase and Store Potatoes
Look for firm, smooth, well-shaped potatoes all year round. Avoid those with sprouts, green coloring or bruises. Generally, you'll find all-purpose, baking, red (best for boiling) and sweet varieties of potatoes. Store in a cool, dry, well-ventilated place. Protect potatoes from moisture and light since both can cause the potatoes to turn green. Never refrigerate potatoes because cold changes the starch to sugar and affects the taste. Scrub potatoes just before using.
