Let's Make It
1
Blend juice and annatto paste in blender until smooth. Heat dressing in medium skillet on medium-high heat. Add half the onions; cook and stir 3 min. Stir in meat; cook 5 min., stirring occasionally. Add juice mixture and zest; cook on medium-low heat 10 min. or until liquid is absorbed, stirring occasionally.
2
Meanwhile, heat griddle on medium heat. Shape masa into 12 balls; flatten slightly. Place 1 Tbsp. cheese in center of each ball; fold in sides of dough to completely cover cheese. Roll balls into cylinders. Place 1 cylinder between 2 pieces of plastic wrap; press gently with tortilla presser to form 4-inch oval "boat." Repeat with remaining balls. Cook masa boats on griddle 2 min. on each side or until puffed.

Top masa boats with meat mixture, remaining onions and cilantro.
Kitchen Tips
Tip 1
Substitute
No time to make masa boats? Substitute warmed corn tortillas for the masa harina. Cook meat mixture as directed; spoon onto tortillas. Top with cheese, remaining onions and cilantro, then continue as directed.
Tip 2
Make Ahead
Meat mixture can be prepared ahead of time. Refrigerate up to 2 days to allow flavors to blend. When ready to serve, cook meat mixture in saucepan on medium-low heat until heated through before using as directed.
Tip 3
How to Prepare the Masa Dough
Add 3/4 cup water to 1-1/4 cups masa harina and 1/2 tsp. salt in medium bowl; mix with your hands until mixture forms soft dough.
