1 Tbsp. sugar
3 Tbsp. chocolate syrup
2 Tbsp. half-and-half
5 chocolate chip cookies (2 inch), divided
1-3/4 cups crushed ice
1/4 cup thawed COOL WHIP Whipped Topping

Blend first 4 ingredients and 4 cookies in blender until smooth.
Add ice; blend on high speed until thickened; pour into glasses.
Cut remaining cookie in half. Top drinks with COOL WHIP and cookie halves.
