Brown meat with onions in large skillet. Drain; return to skillet. Add mixed vegetables, tomatoes and 1 cup cheese; mix well.
Spread onto bottom of 8-inch square baking dish. Mix potatoes and remaining cheese until blended; spoon over meat mixture.
Bake 15 to 20 min. or until heated through.
