Cook potatoes in boiling water in saucepan 15 min. or until tender; drain. Cool.
Place potatoes in large bowl. Add onions and green peppers; mix lightly. Add dressing and black pepper; toss to evenly coat.
Refrigerate several hours or until chilled.
