Cook and stir bell peppers and garlic in dressing in large skillet on medium heat 5 min. or until peppers are crisp-tender.
Add tomatoes, broth, water and crushed pepper; stir. Bring to boil.
Stir in fish; cook 5 min. or until fish flakes easily with fork.
Add 12 cooked cleaned large shrimp to the soup with the fish. About 1 min. before soup is done, stir in 1 cup baby spinach leaves.
Prepare using frozen halibut or haddock fillets. Or, use a combination of your favorite two white fish varieties.
Garnish with chopped fresh basil, parsley or oregano just before serving.
