Measure drink mix to 2-qt. line inside cap. Add to 2-qt. plastic or glass pitcher along with the water; stir until mix is dissolved.
Pierce each pepper in about 8 places with sharp knife; add to prepared drink.
Refrigerate several hours.
Mix 1 Tbsp. sugar and 1/8 tsp. ground red pepper (cayenne) in small shallow bowl. Pour 2 Tbsp. water into second small shallow bowl. Dip rim of each glass into water, then sugar mixture. Carefully pour prepared drink into prepared glasses. Add ice. Serve with colorful straws.
Cut 1 each lemon and additional jalapeño pepper into 8 slices. Use to garnish filled glasses.
