Process strawberries, COOL WHIP and milk in food processor until smooth.
Spoon into freezer container.
Freeze 1 hour or until firm enough to scoop.
Serve in cones.
Garnish with strawberry fans before serving. To make fans, use sharp knife to cut 12 small fresh strawberries into thin slices, being careful to cut up to, but not through, the stem ends. Holding the stem end in place, gently fan out the fruit slices from the stem end of each strawberry before using to garnish the filled cones.
