Microwave potatoes as directed on package. (Do not mash.)
Melt butter in large saucepan on medium heat. Add leeks and garlic; cook and stir 5 to 6 min. or until leeks are tender. Add water, bouillon and potatoes; stir. Simmer on medium-low heat 10 min. Remove from heat.
Use immersion blender to blend potato mixture until smooth. Add milk; cook on medium-low heat 2 to 3 min. or until heated through, stirring frequently. Sprinkle with chives.

How to Prepare Without an Immersion Blender
If you don't have an immersion blender, you can instead use your regular blender to blend the hot soup ingredients until smooth. Just blend in small batches until smooth, returning each puréed batch to saucepan. Stir in milk; continue as directed.
This flavorful soup can be prepared in advance. Cool, then refrigerate up to 2 days before reheating to serve.
