Microwave potatoes as directed on package. (Do not mash.)
Meanwhile, mix cream cheese, sour cream, 1 Tbsp. chives and pepper until blended.
Place potatoes in medium bowl. Add butter and milk; mash until ingredients are well blended and potatoes are mashed to desired consistency. Add cream cheese mixture; mix well. Spread onto bottom of 8-inch square baking dish sprayed with cooking spray; top with bacon and cheddar.
Bake 25 to 30 min. or until heated through. Sprinkle with remaining chives.
Serve this delicious versatile side with cooked lean meat or poultry, and another smart side to balance out the meal.
Substitute KRAFT Shredded Monterey Jack Cheese for the cheddar.
