Heat oven to 425°F.
Place chips in single layer on 12-inch pizza pan or ovenproof platter, overlapping slightly.
Microwave beans and salsa in small microwaveable bowl on HIGH 1 min. or until heated through, stirring after 30 sec. Spoon over chips; top with remaining ingredients.
Bake 3 to 5 min. or until cheese is melted.
Top each serving with a small dollop of BREAKSTONE'S Reduced Fat or KNUDSEN Light Sour Cream, and a light sprinkle of chopped fresh chives.
To serve with homemade tortilla chips instead of the purchased chips, heat oven to 350°F. Cut each of 6 (6-inch) corn tortillas, or each of 6 (8-inch) flour tortillas, into 6 wedges. Place in single layer on baking sheet. Bake 10 to 12 min. or until light golden brown. Cool completely. Store in sealed container or resealable plastic bag at room temperature for up to 1 week.
