Let's Make It
Combine cookie crumbs, 2 Tbsp. sugar and butter; press onto bottom of 13x9-inch dish. Refrigerate until ready to use.
Mix cream cheese, 2 Tbsp. milk and remaining sugar in medium bowl until blended. Gently stir in 1-1/4 cups COOL WHIP; spread over crust.
Beat dry pudding mixes, dry chai latte mix and remaining milk in large bowl with whisk 2 min.; pour over cream cheese layer. Let stand 5 min. or until thickened. Cover with remaining COOL WHIP. Refrigerate 4 hours.
Sprinkle with ground cinnamon just before serving.
