Heat oil in large skillet on medium-high heat. Add meat; cook 4 to 5 min. or until browned, stirring occasionally. Stir in onions; cook 3 min., stirring frequently. Add mushrooms and paprika; cook and stir 1 min.
Stir in Seasoned Potatoes, boiling water and milk. Bring to boil. Simmer on medium-low heat 12 to 15 min. or until potatoes are tender, stirring occasionally.
Add Cheese Sauce, Bacon and sour cream; stir gently until blended.
Add 1 clove minced garlic and 1 small green or red pepper, cut into strips, with the onions.
Sprinkle with 1 Tbsp. chopped fresh parsley.
