Cook turkey, onions and garlic in large saucepan on medium-high heat 5 to 7 min. or until turkey is done and onions are tender, stirring occasionally; drain.
Stir in 3 cups water, beans, chiles, bouillon, cumin, oregano and pepper. Bring to boil, stirring occasionally. Cover; simmer on low heat 30 min.
Mix flour and remaining water until blended. Add to turkey mixture. Bring to boil on medium heat, stirring constantly. Cook and stir 2 min. or until thickened. Serve topped with cheese and salsa.
Substitute ground chicken, bulk turkey sausage or bulk chicken sausage for the ground turkey.
