Combine vegetables and garlic in slow cooker sprayed with cooking spray; top with chicken.
Mix broth, dressing, tapioca and seasonings until blended; pour over chicken. Cover with lid.
Cook on LOW 6 to 7 hours (or on HIGH 3 to 3-1/2 hours).
Use tongs to remove chicken from slow cooker, reserving vegetable mixture in slow cooker. Add salsa and tomato paste to ingredients in slow cooker; mix well. Return chicken to slow cooker; spoon sauce over chicken. Cook, covered, on HIGH 15 min. or until heated through.
Serve over hot cooked pasta or rice.
Sprinkle with thinly sliced fresh basil leaves.
