Heat dressing in large saucepan on medium heat. Add onions and garlic; cook and stir 5 min. or until onions are tender. Add carrots, bay leaf and broth; stir. Bring to boil; cover. Simmer on medium-low heat 20 min., adding rice for the last 10 min.
