Microwave blackberries in large microwaveable bowl on HIGH 1 min. Add dry pudding mix, water, lemon juice and 1/4 cup sugar; mix lightly.
Spoon into 8-inch square baking dish sprayed with cooking spray.
Combine flour, nutmeg, lemon zest and remaining sugar in medium bowl. Cut in butter with pastry blender or 2 knives until mixture resembles coarse crumbs. Sprinkle over berry mixture.
Bake 30 to 35 min. or until berry mixture is bubbly, and streusel topping is golden brown.
Serve warm topped with COOL WHIP.
