Add boiling water to gelatin mix in small bowl; stir 2 min. or until completely dissolved. Stir in lemon juice.
Beat pudding mix and milk in medium bowl with whisk 2 min. Add gelatin; mix well. Refrigerate 30 min. or until thickened.
Spoon pudding mixture into pie crusts. Refrigerate 30 min. or until firm.
Top with COOL WHIP before serving.
