Heat oven to 400°F.
Spray both sides of tortillas with cooking spray; place in single layer on baking sheet. Bake 5 min.; cool 5 min.
Meanwhile, process beans, seasonings and 1/4 cup salsa in food processor just until blended. (Do not process until smooth.)
Spread bean mixture onto tortillas; top with cheese.
Bake 5 to 7 min. or until cheese is melted. Transfer tortillas to cutting board; cut each into 4 wedges.
Top with remaining salsa and onions.
Prepare using 1 can (16 oz.) reduced-sodium pinto beans, and substituting 1/4 cup chopped fresh cilantro for the sliced green onions.
