Cook noodles as directed on package; drain. Rinse noodles with cold water; drain well.
Heat oil in Dutch oven or small stockpot on medium-high heat. Add meat; cook 4 min. or until done, stirring frequently.
Add water, dressing, Worcestershire sauce, bouillon, anise and dry seasonings; mix well. Bring to boil; simmer on medium-low heat 1 hour, stirring occasionally and skimming fat from surface when necessary.
Remove and discard anise pod from meat mixture. Serve over noodles; top with cilantro.
Top with thin fresh jalapeño pepper slices before serving with lime wedges on the side.
