Mix avocado with sour cream, garlic, lime zest and 1 tsp. lime juice until blended. Refrigerate until ready to use.
Heat oil in large skillet on medium-high heat. Add potatoes and peppers; cook 5 to 6 min. or until potatoes are lightly browned, stirring frequently. Stir in taco seasoning mix and 1/2 cup water; cover. Simmer on medium-low heat 10 min. or until potatoes are tender, stirring occasionally.
Add beans and remaining water; mix well. Cook 4 to 5 min. or until heated through, stirring frequently. Remove from heat. Stir in onions and remaining lime juice.
Spoon into tortillas; top with sour cream mixture and cilantro.
